NCDOT Seeks Public Input for 2028–2037 Transportation Improvement Plan

The North Carolina Department of Transportation (NCDOT) is in the early stages of updating its State Transportation Improvement Program (STIP), a long-range plan that outlines construction funding and scheduling for transportation projects across the state over a 10-year period. The STIP is updated approximately every two years to reflect evolving needs and priorities.

As required by the state’s Strategic Transportation Investments law, NCDOT uses a data-driven process known as Strategic Prioritization to determine which projects are selected and when they are scheduled. This process is guided by a prioritization work group composed primarily of professional engineers and transportation planners. The latest cycle of this process, called Prioritization 8.0 or P8.0, covers the years 2028 through 2037.

Public input is a key part of the project selection process. From July 28 to August 29, NCDOT is inviting residents to submit comments on what transportation projects they believe should be included in the 2028–2037 STIP. Feedback gathered during this period will help NCDOT divisions and local planning organizations evaluate and score project proposals.

Below is the expected timeline for the development of the updated STIP:

  • Data scores and Statewide Mobility funded project list released: Spring 2026
  • Public comment period on Regional Impact projects & release of funded list: Summer 2026
  • Public comment on Division Needs projects: Fall/Winter 2026
  • Draft 2028–2037 STIP released: Early 2027
  • Draft STIP public comment period: Late winter/early spring 2027
  • Final STIP adoption by N.C. Board of Transportation: Summer 2027
  • Federal Highway Administration approval of 2026–2035 STIP: Fall 2027
