Longino Returns as Troutman Welcomes New Leadership

Troutman Town Council members gathered Monday afternoon for their agenda briefing, where they welcomed Town Manager Justin Longino on his first official day back with the town. Longino previously spent six years in other government roles, most recently serving as assistant city manager in Shelby. He also worked as town manager of Boiling Springs from 2021 to 2023 and as a local government consultant for the Centralina Regional Council after leaving Troutman.

Council members were also introduced to two new additions to the administrative team: Finance Director Gina Merrell and Deputy Town Clerk Isabella Hamby. All three are scheduled to be sworn into office during Tuesday night’s council meeting.

Following the completion of council business, the board will recognize outgoing members Paul Henkel and Jerry Oxsher for their service to the town.

The meeting will also include the administration of oaths of office for incoming council members. Felina Harris will begin her second term, George Harris will return to the council, and Tonya Bartlett will begin her first term. The board is also expected to select the new Mayor Pro Tempore.
